    President Obama is adamant that the war against the Islamic State will not escalate to the use of U.S. ground troops. But the more I see and hear of his strategy, the more I fear that "mission creep" -- even if the president resists it -- is baked in from the start.

    Destroying, degrading or containing the Islamic State -- whichever goal President Obama chooses -- will be the easy part. Finding ways for fundamentalist Islam to express itself peacefully is a bigger, tougher and more important project.

    I'd like to know whether the United States is at war with the Islamic State. I'd like to know why -- or why not. I'd like to know whether the goal of U.S. policy is to contain the jihadist militia or destroy it.
